Cross-border power needs more than an interconnector

A new ASEAN framework shows why physical links, operating rules and commercial arrangements have to be assessed together.

The line is one part of the service

An electricity connection across a border creates a physical route. A customer relying on that route also needs an arrangement that can operate when conditions change. Who schedules the transfer? Who handles an outage? How are costs settled when the original plan cannot be followed?

The IEA’s 21 October ASEAN Power Grid framework examines domestic conditions and cross-border cooperation across governance, regulation, technical readiness and finance and commercial arrangements. It applies the framework to six countries and two corridors. International Energy Agency ↗

Ask what happens on a difficult day

Consider a purchaser expecting imported electricity during a local shortage. A contract for an annual quantity does not by itself reveal how supply is prioritised at that moment. The answer depends on the operating arrangement and the rights held by each participant. This is an illustrative question, not a claim about an actual contract.

The useful records connect a commercial commitment with dispatch procedures, interruption conditions, metering and settlement. They should identify the actor responsible for each decision. An attractive price is difficult to evaluate until the purchaser knows which service it buys.

Make the comparison about customer requirements

Two connections with the same nominal capacity may provide different services. One customer may be able to shift demand; another may face substantial losses during an interruption. Comparing the connections therefore requires an account of timing and operating conditions, alongside physical capacity.

Our reading is that the framework helps organise those questions before a project is described as ready. An agreement, a commissioned asset and a delivered service are successive records to examine. Evidence at one stage should prompt the next question rather than close the assessment.
