The development
In a 28 October announcement, the IEA described a 22–23 October exercise and workshop involving governments and industry experts. Participants considered sudden rare-earth supply disruptions and longer pressures on diversified projects, followed by work on rare earths and tungsten. International Energy Agency ↗
The event tested possible responses through simulations. It should be read as preparedness work, rather than evidence of an actual disruption or new supply entering production. The distinction matters when policy announcements are used to assess the resilience of a particular industrial supply chain.
