Where this publication begins
Evidence-First Signal Intelligence begins with a consequential question and the records that could support or overturn an explanation. OPEN VARIABLE examines how changes in technology, infrastructure and institutions alter what people and organizations can actually do.
Three lines of inquiry
Capacity: when does an announced resource become usable? This edition follows computing equipment, electricity and financing without treating their milestones as equivalent. Recognition: when does a formal status become an effective permission or constraint? Policy coverage asks which actor must do what and how the action could be observed. Measurement: when does a changing number justify a changing view? Data notes preserve vintages, denominators and the boundary of each source.
What readers should be able to challenge
A reader should be able to identify which statements come from a source, which are our interpretation, and which remain hypotheses. Signals therefore name counterevidence and a next observation. Reports preserve method and limitations. Briefs remain briefs when the evidence supports an event but not a maintained judgment.
