Digital tools can release capacity sooner than new lines, but the opportunity depends on the network and its operating conditions.

What the report examines
The International Energy Agency’s 21 September report examines how electricity networks can carry more power while new infrastructure is being built. Its focus is the use of existing assets: monitoring, digital technologies, grid-enhancing equipment and AI applications that help operators understand and manage the network.
The scope of the 330 GW estimate
In the executive summary, the IEA estimates that three established transmission technologies could enable up to 330 GW of additional generation, storage and demand to connect without network reinforcement. The technologies are dynamic ratings, topology optimisation and advanced power-flow control. The figure combines different kinds of connections; it is not an estimate of new AI computing capacity.
Capacity depends on conditions
These tools can often be deployed in months, while new network construction can take years. The report treats them as complements to expansion. Their contribution varies with the physical grid, weather and operating conditions, so a global potential estimate cannot establish what is available at a particular connection point.
AI and operational responsibility
The IEA also distinguishes applications of AI. Planning and asset-management uses are relatively mature, while safety-critical operational control faces greater demands for explainability, auditability and accountability. Better algorithms do not remove the network operator’s responsibility for a safe system.
From a global estimate to a site
For a proposed industrial facility or data centre, the useful next question is therefore specific: which constraint prevents connection, and which intervention addresses it? A technology announcement needs to be connected to the relevant network study, operating limits and approved connection arrangement. Those records establish a route from a system-wide opportunity to a practical delivery date.
