Compliance claims become researchable when the obligation, actor and observable record are connected.

Different forms of authority
The Commission’s transparency announcement concerns legal obligations; NIST describes its AI RMF as a voluntary framework. The two should not be flattened into a single label called “AI compliance.” European Commission ↗ · National Institute of Standards and Technology ↗
Our analytical approach
For any claim that a system meets a requirement, identify the relevant authority and version, the actor responsible, the action required and the record that could demonstrate it. A policy document describes an intention or rule. A test report describes a test. A label describes what was communicated. Each needs to be read for its own scope.
A useful evidence trail must also survive change. If the model, interface or distribution channel changes, the earlier record may no longer answer the current question. The right response is not to discard the record but to attach it to the version it actually examined.
Limits of the inquiry
This is an editorial method for evaluating public claims, not legal advice or certification. The scope is the interpretation of public requirements and the evidence needed to assess a system. The related Signal asks whether disclosure survives a chain of transformations; it does not assert that any named provider has failed.
