Research hypothesis

Current judgment

For a defined AI project, unresolved power access can remain a controlling condition after equipment and capital have been committed. This edition does not establish how often that occurs.

What changed

The 2026 energy outlook and large-load connection research raise a project-level question: which power milestone controls usable capacity?

Why it matters

A supplier sale or financing commitment can precede the milestone that makes the capacity usable.

Evidence

The IEA supplies demand context; Berkeley Lab supplies a taxonomy of connection interventions. Neither source is a matched project delivery panel.

Counterevidence

Projects that document cleared connection milestones and deliver usable capacity on schedule would weaken the concern within the observed cohort. Delay caused by a different bottleneck must be classified separately.

Verification test

Define a project cohort; obtain dated power and commissioning records; establish that the power milestone controls the critical path.

Disproof test

For that same cohort, show that power conditions clear on schedule and explain any residual delay through other documented causes.

Next observation

Project-level utility and commissioning records, with promised dates preserved.
